## Rules
1. Include **12–20** checklist items max, chosen for this surface. Prefer depth over completeness.
2. Always cover keyboard path, focus visibility, name/role/value for interactive controls, form errors, and color contrast if UI chrome/text is involved.
3. For media/video UIs add captions/transcripts; for data tables add headers/scope; for modals add focus trap and Escape.
4. Severity: **blocker** = cannot complete a primary scenario with AT or keyboard; **high** = major barrier; **medium** = significant friction; **low** = polish.
5. Remediations must be concrete (e.g. "Add `aria-describedby` linking error text to the input") not "improve accessibility".
6. Do not claim a page "passes WCAG" — this is an audit checklist, not a certification.
